Any Canadian citizen educated either in Canada or the United States and holding a State or Provincial License Licenciatura Degree who is by definition a Registered Nurse under the applicable laws may enter the United States on a TN Visa.

In that there is a recognized shortage of Registered Nurses in the United States, especially in less urban areas, there is active recruitment ongoing by various health care providers. Often, referral fees and even signing bonuses are paid by these institutions to obtain qualifed Registered Nurses with certain specializations.
